Gleaming sky-scrapers, state of the art transportation and responsive emergency services – in short, everything the Lower City isn’t. The Upper City was built on new land raised from the lake north of the Old City, reducing the size of the lake by almost one third.
A wall separates the two, built at the time of the New Development (the corporate name for the Upper City), ostensibly to enable the Upper City to seal itself off in the event of further catastrophic flooding in the Lower City. Most suspect it gives the wage-slaves a feeling of security knowing they could slam the doors on all the rabble in the old wards if they wanted to. To date the gates have never been sealed, and a number of elevated roadways, including the freeway, pass over the wall to allow access even in the event the floodgates do slam shut.
